In other qualifiers of the Premier League, Crystal Palace will receive Tottenham Hotspur and Burnley will travel to Manchester City.
"Arsenal against United is the draw choice, in terms of the magnitude of the draw," said BBC host Gary Lineker after the draw, adding: "Barnet will probably want to draw a bigger club."
The only club that does not belong to the League that remains in the draw, Barnet, will play in the Brentford Championship Club.
Gillingham will try to knock out another Welsh club in Swansea City after beating Cardiff in the third round.
